Homeowners should not pay contractors seeking payment for blue roof tarp installation

BATON ROUGE, La. (FEMA) – Louisiana homeowners who receive confirmation of payment owed for installing a nationwide blue roof installed after Hurricanes Laura and Delta should not pay.

FEMA and the U.S. Army Corps of Engineers, which administers the Blue Roof program, have been made aware by some homeowners that they are receiving letters demanding payment for the installation of a blue tarpaulin that covers hurricane-damaged roofs made waterproof. The contractor also threatens to raise a lien against the owner’s house.

Survivors receiving this notice should not pay. The Blue Roof program is free. A subcontractor cannot request payment or exercise a lien on property belonging to a survivor who has received a blue tarpaulin.

Homeowners who receive a letter requesting payment can forward it to the USACE call center: [email protected]
