The Record Delta | Commission accepts bid for roofing and gutter replacement project

Buckkanon – The Upshur County Commission accepted a proposal on Thursday morning for the project to replace the roof and gutter systems of the former prison complex.

Assistant County Administrator Tabatha Perry said four companies attended the mandatory pre-bid session. However, only one company, Shield Roofing and Construction LLC, submitted its proposal before the deadline.

Shield Roofing and Construction LLC, based in Ohio, submitted two proposals for two different types of clapboard, including all required documents. The company also has an office in Morgantown, West Virginia.

The first proposed offer includes IKO Crowne Slate Shingles and was $ 60,957.07. The second proposed bid was CertainTeed Highland Slate Shingles, a higher quality clapboard, which raised the second bid at $ 68,733.71. These shingles are also reportedly harder to come by and would likely be reordered. Both proposals meet the required specifications. The main difference between the two different shingles is the variation in shape and color – ultimately just a different design, according to Perry.

Perry also noted that the County Commission has received government grants that require it to accept the lowest bid submitted if that bid meets specifications. With this grant, the Commission is financially responsible for 20% of the project and Perry noted that this is already included in the budget.

Commissioners liked the aesthetics of the dark-colored CertainTeed Highland Slate shingles, but accepted the first and lowest bid proposal as requested by state grant funding. Commissioner Sam Nolte noted that they would want the darkest color for the IKO Crowne Slate Shingles.
